为进一步吸引外国投资者来沪发展,持续释放上海扩大开放，加大吸引外资的积极信号，努力打造高质量外资集聚地，上海在2024年2月制定了全市统筹推进外商投资促进工作实施方案。针对这项工作，提出以下建议：

In order to further attract foreign investors, advance Shanghai's opening-up process, and establish Shanghai as a premier destination for foreign investment, the city formulated an implementation plan for the comprehensive promotion of foreign investment in February 2024. The following are six core areas that Shanghai should focus on to effectively implement the initiative and achieve optimal results:

第一方面，紧密围绕上海“3+6”新型产业体系,建立以重大项目为依托的外商引进统筹机制,广泛开展产业“相马”和项目“操盘”的“链长制”

1. Establish a comprehensive mechanism for the introduction of foreign businesses through major projects, and widely implement the "chain leader system" for industrial matchmaking and project management centering the "3+6" new industrial system.

一是成立由市主要领导担任组长,招商部门、产业部门、政府投资基金、专业机构等组成的制造业重大项目引进工作团队，发挥政府投资基金引导带动作用，建立产业部门与政府投资基金联席会议机制，定期沟通年度投资计划和重大投资项目，制定实施年度重大项目引进计划，重点引进产业链龙头企业和关键领域核心企业。

The first is to set up a major manufacturing project introduction team headed by government leaders and comprised of investment promotion departments, industrial departments, government investment funds, and professional institutions. This team will leverage the guiding and leading role of government investment funds, establish a joint meeting mechanism between industrial departments and government investment funds, regularly communicate annual investment plans and major investment projects, and develop and implement annual major project introduction plans. The focus will be on attracting leading enterprises within the industrial chain and core enterprises in key areas.

二是“链长”负责摸排重点产业关键卡点攻关项目清单，根据各产业链的实际需求组建专业团队、聘请技术和产业专家队伍，统筹资源完善产业链条、引进培育“链主”企业、支持“链主”发展。并且寻找外国公司可以参与的新行业，例如数字经济和绿色经济等新的增长动力，为私人和外国投资者的参与提供更多机会。

The second is to appoint "chain leaders" to identify and address critical barriers in key projects within vital industries. This involves forming specialized teams tailored to the specific needs of each industrial chain, hiring technical and industrial expert teams, coordinating resources to improve the industrial chain, as well as introducing and cultivating "chain owner" enterprises and supporting their development. Additionally,

"chain leaders" will explore new industries for foreign company participation, such as the digital economy and green economy, offering more opportunities for private and foreign investors to engage and contribute.

第二方面，加快建设面向外资企业以及关联性中小企业的生态化服务公共平台

2. Accelerate building an ecological service platform for foreign-funded enterprises and related small and medium-sized enterprises.

一是为实体产业创新发展提供质量可靠性试验验证、标准验证与检测、计量检测、认证认可等基础支撑的公共服务平台。

The first is to provide a public service platform that supports the innovation and development of the real industry. This platform will offer functions including quality and reliability test verification, standard verification and testing, measurement testing, and certification and accreditation.

二是建立公共技术服务平台联席会议机制，通过一站式公共技术服务互联云平台以及若干线下服务节点构建平台建设、服务效果合同式考核评价及财政投入退出机制，提升平台开放共享水平。

The second is to establish a joint meeting mechanism for public technology service platforms. This includes enhancing the platform's level of openness and accessibility by developing one stop public technology service interconnection cloud platforms and offline service nodes. Additionally, it involves implementing service effect contract assessment and evaluations, and a financial investment exit mechanism.

三是加强政府采购、资源开放等激励措施。鼓励外资企业与中小企业组成联合体参加政府采购，提供一定比例的价格扣除。将获得公共财政支持的检验检测设备纳入开放共享范围，降低产业链上下游企业的创新创业成本。

The third is to strengthen incentives such as government procurement and resource accessibility. This involves encouraging foreign-funded enterprises and small and medium-sized enterprises to form consortiums to participate in government procurement by providing a certain percentage of price deductions. Additionally, inspection and testing equipment funded by public finance should be made available for open sharing, thereby reducing innovation and entrepreneurship costs for upstream and downstream enterprises within the industrial chain.

第三方面，建设市场化的招商招展办展机制，着力促进展商变投资商，进一步发挥进博会投资促进效应

3. Build a market-oriented mechanism for investment attraction and exhibition organization, with a focus on converting exhibitors into investors, and maximizing the investment promotion impact of the China International Import Expo (CIIE).

与国际一流商业展会相比,进博会企业展仍较多借助政府力量和渠道，市场化的招商招展办展机制尚未充分形成，使得展商难以变成投资商，许多投资意向和引资需求缺乏相关组织引导，大部分参展商在会期结束后撤至国外，采购商也撤回到国内各省区市，相关部门没有很好利用对接信息，展商数据尚未得到有效挖掘，需求未能得到充分对接。

Compared with other world's first-class business exhibitions, the CIIE has not yet fully leveraged its potential for investment promotion. CIIE exhibitors still largely depend on government support and channels, and a market-oriented investment and exhibition mechanism is not yet fully developed, making it difficult to convert exhibitors into investors.Many investment intentions and needs lack the guidance of relevant organizations, resulting in most exhibitors returning abroad after the exhibition, and purchasers also returning to their respective provinces, regions, and municipalities. Relevant departments have not effectively utilized docking information, exhibitor data, and demand.

建议：第一，广泛借助龙头企业、行业协会、电商平台、外国商会以及境外参展伙伴的资源网络，进行精准化招商招展。第二，发掘和培育一批具有行业平台性质的采购商或采购平台，实现一个平台企业参展、一批行业企业受益的带动效应。深入分析历届进博会数据，梳理一批有实力、有潜力、有信誉的参展商名单，为各地开展精准化招商引资提供信息、平台和指南。聚焦参展的世界500强企业、行业龙头企业、“隐形冠军”企业，推动贸易商变投资商。

To address these issues, the first is to extensively leverage the resource network of leading enterprises, industry associations, e-commerce platforms, foreign chambers of commerce, and overseas exhibitor partners for targeted investment attraction and exhibition organization. The second is to explore and cultivate a group of platform purchasers or procurement platforms to ensure that one platform company's participation benefits multiple industry companies. Additionally, by deeply analyzing previous CIIE data, a list of strong, potential, and reputable exhibitors can be sorted out, thus providing regions with information, platforms, and guidelines for precise investment promotion. Focus should be put on the world's top 500 companies, industry leaders, and potential competitive companies participating in the exhibition to encourage them to transition from traders to investors.
